Our Mission
The St. Lucie Bar Association is a professional organization comprised of attorneys practicing in St. Lucie County and the 19th Judicial Circuit.
We strive to support our members in their professional development, to foster fellowship within the legal community and to promote the administration of justice.

LILY CHEN | PRESIDENT
Lily is a Partner at Rossway Swan Tierney Barry & Oliver, P.L. in Vero Beach, practicing Civil Litigation in the areas of Commercial Disputes, Real Property Disputes and Trust and Estate Litigation. She lives in Port St. Lucie and in her free time, Lily likes to hang out with her husband, two-year old son and two rambunctious pups.
LAINEY FRANCISCO | PRESIDENT-ELECT
Lainey is an attorney at Jones Foster P.A. in West Palm Beach, practicing Commercial Litigation and Land Use and Local Government Law. She lives in Fort Pierce and is proud Double Gator!
MATTHEW LONDON | TREASURER
Matt is an Associate Attorney with Neill Griffin Marquis Osking, PLLC in Fort Pierce, practicing Real Estate Law. He lives and grew up in Vero Beach but, when he was sixteen years old, he studied abroad for a year in Stockholm Sweden!
JAMY BARREAU, ESQ., LL.M. | SECRETARY
Jamy is the Managing Attorney at Barreau Legal, PLLC, covering the areas of Wills, Trusts & Estates. He lives in Port St. Lucie and in his free time, Jamy is an adjunct professor of law!
Stephen “Steve” P. Hoskins | Fort Pierce Representative
Steve is a Senior Partner with Hoskins, Turco, Lloyd & Lloyd, where he practices personal injury and is a Board Certified Civil Trial Lawyer and mediator. He lives in St. Lucie Village and is a fourth generation resident of St. Lucie County! Steve resides on family land acquired by his great grandfather in 1908. He has been a member of the St. Lucie Bar Association and the Florida Bar Association since 1980. Steve enjoys local history, native plants, and golf.
Caroline A. Valentin | Fort Pierce Representative
Caroline is an Assistant County Attorney with St. Lucie County. She works in local government and lives in St. Lucie County.
EVETT SIMMONS | PORT ST. LUCIE REPRESENTATIVE
Evett is the Managing Partner at Simmons, Finney & Winfield, LLC in Port St. Lucie, where she practices Probate, Guardianships and Estate Planning. She lives in Port St. Lucie and she was just inducted into the National Bar Association Hall of Fame after being an attorney for forty (40) years!
MELANIE BARKER | PORT ST. LUCIE REPRESENTATIVE
Melanie is an Associate Attorney at Williams, Leininger, and Cosby, P.A. in Stuart, where she practices in the areas of Business Litigation, Personal Injury Defense, Government Litigation and Pre-Suit Insurance Matters. She lives in Port St. Lucie and her spirit animal is the manatee!
JOEL WEINER | AT LARGE REPRESENTATIVE
Joel is an Attorney-at-Law at Delray Legal Services, LLC, practicing Family, Wills, Trust, Probate, Contracts, Business Entities and Litigation. Joel lives in Port St Lucie. In his spare time, Joel and his wife go motorcycling with a motorcycle club. Their longest trip was to the Smokey Mountains where they experienced the Tail of the Dragon consisting of 318 curves in 11 miles going up and down a mountain.
